Officials: Romney to get Secret Service protection (AP)

TAMPA, Fla. ? Republican presidential candidate Mitt Romney is getting Secret Service protection, according to two people with knowledge of the plans.

A Romney campaign adviser said the Secret Service will provide security for the former Massachusetts governor starting late Wednesday.

Romney's campaign requested the protection, an administration official said. The official said the administration determined that Romney met all the conditions for protection. Those include being a major presidential candidate who has raised a certain amount of money.

The officials spoke on the condition of anonymity to discuss sensitive security matters.

With a win in Florida on Tuesday, Romney is closer to becoming the Republican nominee. His events have grown larger and his campaign team has had more trouble handling security as interest in the race has increased.

The campaign had previously paid former Secret Service agents to protect Romney. Two to three former agents would protect Romney at each event. Secret Service protection is given to each major party's presidential nominee but can be provided earlier if the Homeland Security Department approves a campaign's request.

ABC News first reported that Romney would start receiving Secret Service protection.

When then-Sen. Barack Obama was placed under Secret Service protection in May 2007, it was the earliest ever for a presidential candidate. One of his rivals, Hillary Rodham Clinton, already had a protective detail because she was a former first lady.

One of Romney's rivals, businessman Herman Cain, received Secret Service protection in November 2011. He dropped out of the race in December.

In the 2004 campaign, Democratic candidates John Kerry and John Edwards received protection in February of that year as they competed for the party's nomination.

Federal law allows candidates to seek protection if they meet a series of standards, including public prominence as measured by polls and fundraising.

Genetic regulation of metabolomic biomarkers: Paths to cardiovascular diseases and type 2 diabetes

ScienceDaily (Jan. 29, 2012) ? The research group at the Institute for Molecular Medicine Finland (FIMM) has revealed eleven new genetic regions associated with the blood levels of the metabolites, including new loci affecting well-established risk markers for cardiovascular disease and potential biomarkers for type 2 diabetes.

In a study to the genetic variance of human metabolism, researchers have identified thirty one regions of the genome that were associated with levels of circulating metabolites, i.e., small molecules that take part in various chemical reactions of human body. Many of the studied metabolites are biomarkers for cardiovascular disease or related disorders, thus the loci uncovered may provide valuable insight into the biological processes leading to common diseases.

Laboratory tests used in the clinic typically monitor one or few circulating metabolites. The researchers at the Institute for Molecular Medicine Finland (FIMM) used a high throughput method called nuclear magnetic resonance (NMR) that can measure more than hundred different metabolites in one assay. This provides a much more in-depth picture of circulating metabolic compounds.

"Using this extensive analysis in thousands of people, we could identify a large number of genetic loci regulating the level of compounds circulating in the blood stream," says Dr. Samuli Ripatti, the leader of the study.

The team assayed 117 detailed metabolic markers, including lipoprotein subclasses, amino acids and lipids, and conducted the largest genome-wide association analysis of this type, in terms of study sample size of 8330 individuals from six Finnish population-based cohorts and 7.7 million genomic markers studied. They revealed, in total, 31 genetic regions associated with the blood levels of the metabolites.

Eleven of the loci had not been previously shown to be associated with any metabolic measures.

Among the findings were two new loci affecting serum cholesterol subclass measures, well-established risk markers for cardiovascular disease, and five new loci affecting levels of amino acids recently discovered to be potential biomarkers for type 2 diabetes. The discovered variants have significant effects on the metabolite levels, the effect sizes being in general considerably larger than the known common variants for complex disease have.

Also, using Finnish twin pair samples, the researchers indicated that the metabolite levels show a high degree of heritability. "This result suggests that the studied metabolites are describing better the underlying biology than the routinely used laboratory tests. Therefore, the study provides further support for the use of detailed data on multitude of metabolites in genetic studies to provide novel biological insights and to help in elucidating the processes leading to common diseases," Dr. Ripatti says.

Exclusive: Germany wants Greece to give up budget control (Reuters)

BERLIN (Reuters) ? Germany is pushing for Greece to relinquish control over its budget policy to European institutions as part of discussions over a second rescue package, a European source told Reuters on Friday.

"There are internal discussions within the Euro group and proposals, one of which comes from Germany, on how to constructively treat country aid programs that are continuously off track, whether this can simply be ignored or whether we say that's enough," the source said.

The source added that under the proposals European institutions already operating in Greece should be given "certain decision-making powers" over fiscal policy.

"This could be carried out even more stringently through external expertise," the source said.

The Financial Times said it had obtained a copy of the proposal showing Germany wants a new euro zone "budget commissioner" to have the power to veto budget decisions taken by the Greek government if they are not in line with targets set by international lenders.

"Given the disappointing compliance so far, Greece has to accept shifting budgetary sovereignty to the European level for a certain period of time," the document said.

Under the German plan, Athens would only be allowed to carry out normal state spending after servicing its debt, the FT said.

"If a future (bail-out) tranche is not disbursed, Greece cannot threaten its lenders with a default, but will instead have to accept further cuts in primary expenditures as the only possible consequence of any non-disbursement," the FT quoted the document as saying.

The German demands for greater control over Greek budget policy come amid intense talks to finalize a second 130 billion-euro rescue package for Greece, which has repeatedly failed to meet the fiscal targets set out for it by its international lenders.

CHAOTIC DEFAULT THREAT

Greece needs to strike a deal with creditors in the next couple of days to unlock its next aid package in order to avoid a chaotic default.

"No country has put forward such a proposal at the Eurogroup," a Greek finance ministry official said on condition of anonymity, adding that the government would not formally comment on reports based on unnamed sources.

The German demands are likely to prompt a strong reaction in Athens ahead of elections expected to take place in April.

"One of the ideas being discussed is to set up a clearly defined priorities on reducing deficits through legally binding guidelines," the European source said.

He added that in Greece the problem is that a lot of the budget-making process is done in a decentralized manner.

"Clearly defined, legally binding guidelines on that could lead to more coherence and make it easier to take decisions - and that would contribute to give a whole new dynamic to efforts to implement the program," the source said.

"It is clear that talks on how to help Greece get back on the right track are continuing," the source said. "We're all striving to achieve a lasting stabilization of Greece," he said. "That's the focus of what all of us in Europe are working on right now."

Irish may try IRA veteran over North Korean scam (AP)

DUBLIN ? An Irish Republican Army veteran long accused of laundering counterfeit U.S. $100 bills on behalf of North Korea could face trial in Ireland, a Dublin judge announced Friday.

High Court Justice John Edwards said he has forwarded an evidence file to state prosecutors against Sean Garland, 76, who denies smuggling more than $250,000 worth of fake American banknotes from the North Korean embassy in Moscow in 1998.

Edwards issued his follow-up statement one month after he rejected a 6-year-old U.S. extradition warrant for Garland. The judge explained that the alleged conspiracy was concocted in part on Irish soil, therefore Garland must stand trial in Ireland, not the United States.

The judge also ordered Garland's house deeds and euro75,000 ($98,000) in bail money returned to him pending any Irish decision to charge him.

In May 2005, a U.S. federal grand jury in Washington indicted Garland for allegedly dealing in North Korean "superdollars" ? so called because of their exceptional high quality ? and the U.S. Justice Department issued an international arrest warrant.

American officials said Garland received two loads of fake $100 bills during two 1998 trips to Moscow, when Russian interior ministry police said they tailed him traveling in North Korean diplomatic-plated cars to the North Korean embassy. Garland admitted traveling to Moscow but has denied everything else.

Officials in the Republic of Ireland took no immediate action following the American arrest demand. Instead, Garland was arrested during a rare 2005 foray into neighboring Northern Ireland, where British authorities traditionally are much more open to permitting a U.S. extradition.

However, Garland in October 2005 persuaded a Belfast judge to grant him bail to visit his home near Dublin. Weeks later, his lawyers told that court he wouldn't return.

In 2009, Garland was arrested in Dublin on the basis of the same U.S. warrant. His extradition trial was delayed to mid-2011.

Garland today remains national treasurer of the Workers Party, a fringe Marxist player in Irish politics linked to an Irish Republican Army faction called the Official IRA.

Garland was seriously wounded during a botched IRA attack on a Northern Ireland border police station in 1957. Two colleagues were killed, and he was interned without trial in the Irish Republic for two years.

When the outlawed IRA split into rival Official and Provisional factions in 1969 at the start of the modern Northern Ireland conflict, Garland served as an Official IRA commander.

He steered the Official IRA to a 1972 cease-fire. That faction then fought bloody feuds with both the Provisionals and a breakaway Official faction called the Irish National Liberation Army. The INLA shot and seriously wounded Garland in Dublin in 1975.

As Workers Party leader in 1986, Garland wrote a letter to the Communist Party of the then-Soviet Union seeking $1 million in hopes of inspiring Marxist revolution in Ireland.

The U.S. indictment and subsequent Justice Department affidavits accuse Garland of visiting the North Korean embassy in Moscow several times; of delivering superdollars to a British money-laundering contact at a Moscow hotel room in 1998; and of using other criminal contacts in Birmingham, England, and Dublin to sell the notes to Irish and English underworld contacts at less than half their face value.

'Man On A Ledge': A Man, A Ledge And 'So Much More'

Stars of the film talk to MTV News about the thriller surrounding 'a desperate man in a desperate situation.'

While some filmmakers go the mysterious or fanciful route with their titles, there are just as many who tell their prospective audiences exactly what they're going to see. "Man on a Ledge," which opened Friday (January 27), is about as literal a film title as you can get.

When MTV News caught up with the cast recently, we asked them to explain the inherent intrigue in the title, as well as why the film has so much more going for it than just a man and a ledge.

"[The film is about] a desperate man in a desperate situation," star Sam Worthington said of his character and the man on a ledge himself, Nick Cassidy. "As the movie goes on, we get to see why he's there and how's he's going to get out of it."

Worthington went on to say that "Man on a Ledge" takes a few cues from action films like "The Negotiator" and "Phone Booth."

"I like those movies. I've always said I like doing movies that I would go and see and this is in the same vein as those movies," Worthington said. "It's exciting, thrilling and interesting for the audience because they've got a lead character who they're wondering, 'What's going to happen next?' "

"The basic premise of the movie is that there is a man on a ledge, and the great thing is that there is so much more behind that basic premise," added co-star Elizabeth Banks, who plays determined hostage negotiator Lydia Mercer. "Why is he there? What is he there for? What's really happening? Those are all the questions that my character has and I get to sort of be the surrogate for the audience.

"The whole time we're watching the movie we're learning more about what's going on. I'm the truth-seeker of the movie, I'm really interested in understanding why he's there in the first place," she explained. "Sam's character says to me at one point, 'You need to listen, I'm prepared to die' and what he's really saying is 'Even if I die, I need you to carry on and tell everyone what happened,' and that's the great mystery of the movie. The action that drives the movie is, 'What the heck is going on here?' "

Jamie Bell, who plays the man on the ledge's younger brother, conceded that the title basically sells the film. "It's quite literal," he said.

"I think that's what throws people off," offered Genesis Rodriguez, who plays the girlfriend of Bell's character. "They're like, 'Oh, it's a movie about a man on a ledge.' It really isn't. There's more to it.' You should check it out because you don't know it all."

FACT CHECK: Debate over 'ghetto language' ad (AP)

WASHINGTON ? Mitt Romney accuses Newt Gingrich of calling Spanish a "ghetto language." Close, but not quite.

Gingrich denies doing so and said he merely promoted the use of English, "period." That's even more of a stretch.

The last Republican presidential debate before the GOP Florida primary Thursday brought viewers a blitz of charges and countercharges over immigration, the financial lives of the candidates and more. Here are how some of the claims compare with the facts:

GINGRICH: "It's taken totally out of context.... I did not say it about Spanish. I said in general about all languages. We are better for children to learn English in general, period."

THE FACTS: At issue is Romney's Spanish-language radio ad running in Florida that says Gingrich branded Spanish a ghetto language in a 2007 speech. In the contentious remarks in question, much more came after Gingrich's "period."

In his speech to the National Federation of Republican Women, Gingrich advocated making English the official language, a position he still holds, and added: "We should replace bilingual education with immersion in English so people learn the common language of the country and they learn the language of prosperity, not the language of living in a ghetto."

He did not explicitly call Spanish a ghetto language. But at the time, the remark was widely taken to mean Spanish, overwhelmingly the main foreign language spoken in the United States and the primary language of many immigrants.

Gingrich recognized as much when, in response to a Hispanic backlash against his remark, he made an online video days after the speech in which he more or less apologized for his choice of words and for producing "a bad feeling within the Latino community."

THE FACTS: It's his ad.

RICK SANTORUM: "You had a president of the United States that held (up) a Colombian free trade agreement. Colombia, who's out there on the front lines working with us against the narco-terrorists, standing up to Chavez in South America ? and what did we do? ... The president of the United States sided with organized labor and the environmental groups and held Colombia hanging out to dry for three years."

THE FACTS: When President Barack Obama took office, he actually tried to revive a free-trade deal with Colombia that had been negotiated by his Republican predecessor but left to languish without congressional approval, just as he tried to make similar progress with South Korean and Panamanian free-trade pacts. He bucked considerable opposition from organized labor and fellow Democrats in doing so.

Obama did hold off on submitting the three deals to Congress as his administration tried to negotiate more palatable terms to Democrats. He finally submitted them in 2011 and Congress approved them in the fall ? with substantial GOP support and a fair amount of Democratic opposition.

ROMNEY: "Obamacare takes over health care for the American people."

THE FACTS: Obama's health care overhaul does increase the role of the federal government in the health care system, but even after it is fully implemented in 2019, the nonpartisan Congressional Budget Office says 56 percent of Americans under age 65 will be covered by employer plans, about the same share as today. That's hardly a takeover.

ROMNEY: Fannie and Freddie are "offering mortgages again to people who can't possibly repay them. We're creating another housing bubble, which will hurt the American people."

THE FACTS: If there is another housing bubble forming, most homebuilders, mortgage lenders and real estate agents would like to find it. Instead, the housing market remains depressed, with sales low and home prices falling.

Fannie and Freddie don't sell or offer any mortgages. Their function has always been to support the housing market by purchasing mortgages from banks, packaging them into bonds and guaranteeing the bonds against default. This proved costly when the housing bubble burst: The two entities were formally taken over by the government in 2008 and have since cost taxpayers $150 billion.

The two mortgage giants are still functioning under government receivership, and now own or guarantee nearly all new mortgages, because banks are reluctant to make loans without the agencies' support. But banks have significantly toughened their credit standards since the housing bubble and are requiring higher credit scores and bigger down payments. That is causing an increasing number of home sales contracts to fall through as would-be buyers are unable to get mortgage loans.

SANTORUM: Criticized the Obama administration for its "abysmal treatment" of allies in Latin America, and said Obama has a "consistent policy of siding with the leftists, siding with the Marxists, siding with those who don't support democracy."

THE FACTS: Obama has not sided with the leading leftists, such as those ruling Cuba and Venezuela, and instead has roundly criticized them.

It's true that Latin America has been on the back burner for much of Obama's tenure, as he concentrated on other parts of the world, including the Middle East. But Obama visited three countries in Latin America last year, and the Panamanian and Colombian trade agreements were part of the biggest round of trade liberalization since the North American Free Trade Agreement and other pacts of that era.

ROMNEY: "My investments are not made by me. My investments for the last 10 years have been in a blind trust, managed by a trustee."

THE FACTS: Not all of his investments have been in a blind trust. Romney's personal financial disclosure forms show he owned between $250,001 and $500,000 in the Federated Government Obligation Fund, which contained mutual-fund notes of politically sensitive Freddie Mac and Fannie Mae. An addendum to Romney' disclosure forms says that certain assets ? including the federated fund ? were outside the scope of his blind trust.

The investment was not on Romney's 2007 financial form, making it a relatively new one ? just as the housing and financial crises were hitting Americans full force.

RON PAUL: Obama "promises to end the wars, but the wars expand."

THE FACTS: By the most obvious measures, the wars are shrinking. Last month, the U.S. pulled its last troops out of Iraq, fulfilling a pledge by Obama to end the war there.

Obama did escalate America's fight in Afghanistan, announcing in December 2009 that he was sending an additional 33,000 troops.

The U.S. and its NATO partners in late 2010 agreed to end the combat mission in Afghanistan by the end of 2014. As part of that plan, Obama fulfilled his promise to bring 10,000 troops home from Afghanistan by the end of last year, and is moving ahead with plans to pull an additional 23,000 out by this fall. There are now about 90,000 U.S. troops in Afghanistan.

GINGRICH: "We're in a continuous state of war where Obama undermines the Israelis."

ROMNEY: "This president went before the United Nations and castigated Israel for building settlements. He said nothing about thousands of rockets being rained in on Israel from the Gaza Strip."

THE FACTS: Obama has spoken at length about the plight of the Israelis and has talked about an Israeli girl near Gaza who fears for her life because of the rocket attacks launched by Hamas. In a June 2009 speech in Cairo, Obama said both Israel and Palestine have a right to exist, but the U.S. does not accept the legitimacy of continued Israeli settlements. That's not only the view of his administration; it's long-held U.S. policy. Despite that, the administration sided with Israel by vetoing a U.N. resolution that would have condemned its settlement policy.

Caterpillar profit jumps 58 percent (Reuters)

(Reuters) ? Caterpillar Inc (CAT.N) reported a 58 percent rise in quarterly earnings that blew away Wall Street expectations on record sales of construction and mining equipment, and projected strong growth for 2012.

The strength seen by Caterpillar, a bellwether for global spending and credit conditions, could be seen as a much-needed boost to those concerned about consumer confidence and sovereign debt. The company's forecasts have long been seen as one of the more telling indicators of future growth or malaise.

Caterpillar's results cap a record 2011 in terms of revenue and profits, and it posted its biggest yearly growth rate for sales and income since 1947. The company has been a leading name in a U.S. industrial sector that enjoyed a widespread rebound in 2011.

Acquisitions, increased demand for mining equipment, high commodity prices and sales growth in construction machinery and parts supported Caterpillar during the year. Price increases and higher inventories also fueled the performance.

Investors reacted positively to the report, with shares up 3.2 percent at $112.57, about $4 shy of a 52-week high set in May.

Peoria, Illinois-based Caterpillar said it would continue to

break records in 2012, with profit expected to rise 25 percent to $9.25 a share and revenue projected to increase between 13 percent and 20 percent. The outlook outpaced analyst expectations and is based on a forecast for higher sales for all geographic regions and business segments except marine engines.

"We're expecting 2012 to be another year of good growth," Caterpillar Chief Executive Doug Oberhelman said in a press release. "We have to be prepared for recovery in the developed world beyond 2012 and continued growth in emerging markets."

RECESSION "UNLIKELY"

The company said the U.S. economy will continue to experience slow growth. Meanwhile, China is moderating, and Latin America growth could slow down.

It estimated that the eurozone debt crisis could lead to negative growth in the region during the first two quarters of 2012 but "it is unlikely to trigger a worldwide recession," and sees improvement there by the second half of the year.

The company said tax expenses are the biggest challenge in 2012 due to its geographic sales mix and regulations.

Caterpillar said construction markets in the United States and Europe remain "depressed," contrasting the strong growth taking place in emerging regions. Still, the company sees buyers in developed markets snapping up new machinery in order to replace outdated equipment.

During a conference call, the company said it expects to "finally" see some growth in U.S. construction spending, but it will remain relatively low.

The company is gaining market share in many key regions -- including China -- putting further pressure on the company's production capacity. In some cases, customers are on waiting lists that span several years because of these constraints. Buyers of new large trucks are being quoted delivery times into 2014, for instance.

Meeting demand will also lead to increased costs as the company scrambles to add capacity in key regions, particularly to meet demand for mining equipment.

Caterpillar will invest about $4 billion on capital expenditures in 2012, compared with $2.6 billion in 2011.

Caterpillar said it added 14,000 employees in 2011 in order to meet growing demand, 6,500 of which were added in the United States. The company said it exported nearly $20 billion worth of goods in 2011, representing a third of its total revenue for the year.

Caterpillar spokesman Jim Dugan said the company anticipates adding more employees in 2012 as it opens or expands facilities.

PROFITS, SALES UP

The company posted net income for the fourth quarter of $1.55 billion, or $2.32 per share, compared with $968 million, or $1.47 per share, a year ago. That result was 59 cents above the analysts' average estimate of $1.73 a share, according to Thomson Reuters I/B/E/S.

Sales rose 35 percent to $17.24 billion, above Wall Street estimates of $16.05 billion.

Caterpillar reported growth in all three of its product sectors -- construction equipment, such as bulldozers; resource equipment needed for activities like mining; and power systems, including engines. The resource equipment segment was the fastest-growing unit in terms of sales, but profit growth in the construction business was more robust.

It also is seeing steady demand for after-market parts needed for equipment already in use.

Increased expenses related to production volume, capacity expansion and incentive compensation added about $450 million worth of costs in the fourth quarter alone. The company also spent money on its Caterpillar Japan restructuring and integrating new business.

Gene Mutations May Boost Ovarian Cancer Survival: Study (HealthDay)

TUESDAY, Jan. 24 (HealthDay News) -- Genetic mutations known as BRCA1 and BRCA2 raise the risk of getting ovarian cancer, but new research shows that those same mutations may boost a woman's odds of surviving the deadly disease.

Women with invasive epithelial ovarian cancer who carry the mutations have a better prognosis than women without the genetic variations, according to an analysis of 26 previous studies. The BRCA2 carriers, in particular, had a better five-year survival rate.

"Our paper provides definitive evidence that BRCA1 and BRCA2 carriers have improvement in survival [compared to ovarian cancer patients without the mutations]," said Kelly L. Bolton, lead author of the new analysis and a medical student at the University of California, Los Angeles, David Geffen School of Medicine.

The study, which confirms previous findings, is published Jan. 25 in the Journal of the American Medical Association.

Nearly 23,000 women will get a diagnosis of ovarian cancer this year in the United States, and about 15,500 will die of it, according to the American Cancer Society. Epithelial ovarian cancer, the type Bolton focused on, occurs in the cells on the surface of the ovary.

Germline BRCA1 and BRCA2 mutations are found in up to 15 percent of women with this type of cancer. A germline mutation is a gene change in a reproductive cell that can be passed on to offspring.

Data from more than 1,213 ovarian cancer patients was included in the studies reviewed. Of these, 909 had BRCA1 mutations; 304 had BRCA2 variations.

The studies also included 2,666 women who did not have the genetic mutations.

At the five-year mark, 44 percent of the BRCA1 carriers and 52 percent of the BRCA2 carriers were alive, compared to 36 percent of those without the mutation.

Bolton said the survival differences remained after the researchers took into account such factors as the stage of the cancer and age, although it was less significant among women with a family history of ovarian and/or breast cancer.

Exactly how the mutations may improve survival is not known. However, Bolton and others speculate the BRCA1 or BRCA2 status may modify the response to platinum-based chemotherapy, a common treatment.

The new analysis will have important implications for future research and treatment of ovarian cancer, the authors said. Routine genetic screening of women with high-grade cancer might be warranted, they added.

Dr. Elizabeth Poynor, a gynecologic oncologist and pelvic surgeon at Lenox Hill Hospital in New York City, suggested the findings can help health care providers tailor treatment and more accurately counsel them regarding expected survival.

While not new, the information is valuable, Poynor said. "For a long time, we've known that individuals with BRCA1 or 2 actually have a better prognosis," she said. "This is not new information, it's expanded information. It's reinforcing what we already know."

More research is needed, the authors said, acknowledging some study limitations. For instance, the analysis lacked complete information on types of chemotherapy used, which might also have influenced survival.

Some co-authors reported consultancy fees from Complete Genomics Inc., a company engaged in gene sequencing, and from Merck Sharp & Dohme, Roche, Schering-Plough, Pfizer and other pharmaceutical firms.

Within two weeks of its 2007 launch, plucky microblogging platform Tumblr hit 750,000 users, becoming the?go-to point for single service blogs?(often with NSFW titles) such as "Look at this F---ing Hipster," "STFU, Parents," "Animals with Casts," countless "F--- Yeah"?Tumblogs,??and a collection of infinitely reblogged photo memes such as "Selleck Waterfall Sandwich" and "Jumping Rob Pattinson.

Five years later, the?New York City-based tech company has grown from a content-generating platform to curation central, serving?120 million users and getting 15 billion unique page views every month. These are the numbers CEO David Karp cited from Internet traffic-tracking outfit Quantcast, while discussing Tumblr's evolution Monday at the Digital Life Design Conference in Munich, Germany.

"The early growth that we saw was around creators," Karp told the audience. "Our first community was those creators. We didn?t set out to build a network ... all we wanted to do was make novel tools."

Those novel ? and easy-to-use ? tools took off quickly?however, even though Tumblr originally eschewed the standard social network tools common on similar sites?? such as commenting and tagging ? that more than a few people find annoying.

Nonetheless, Tumblr is now a major influencer in how the distribution of mainstream media is changing. For example, the average Tumblr post is re-blogged on the site nine times, and now features apps for direct posts to Facebook and Twitter.

The content "therefore reaches vastly more people than if it just sat on its original site waiting to be discovered by people visiting it directly," Felix Salmon writes on the Tumblr reblogging phenomenon in his Reuters post, "How sharing disrupts media." "In the future, the most viral stories are going to have a life of their own, being shared across many different platforms and being read by people who will never visit the original site on which they were published."

Probably not that far in the future, either. As Tumblr's "about" page notes, the site now hosts more than 16 billion posts and 42 million blogs. On Monday alone, Tumblr racked up up more than 61 million posts.

War of words over Greek debt heats up (AP)

ZURICH ? The war of words between Europe and private investors heated up Tuesday as talks to reduce Greece's massive debt burden hit an impasse.

While the finance ministers of the countries that use the euro as their currency adopted a tough stance on how much rescue money they would pump into the Greek economy, the head of the group that represents the country's private creditors ? banks and other investment firms ? warned that the future of Europe was being threatened if a voluntary debt reduction deal over Greece was not agreed.

Charles Dallara, the managing director of the Institute of International Finance, warned that Europe is putting decades of progress at risk over the management of Greek debt-reduction talks, which stalled over the weekend.

"European stability is at stake as well," Dallara said at a news conference in Zurich.

On the front line of Europe's sovereign debt crisis, Athens is trying to get its private creditors to swap their Greek government bonds for new ones with half their face value, thereby slicing some euro100 billion ($130 billion) off its debt. The new bonds would also push the repayment deadlines 20 to 30 years into the future.

However, the main stumbling block over the past few weeks to securing this deal has been the interest rate these new bonds would carry. A high interest rate could buffer losses for investors, but would also require the eurozone and the International Monetary Fund to put up more than the euro130 billion ($169 billion) in rescue loans they promised in October.

Dallara said the private creditors, which include banks, insurance companies and hedge funds, are acting in good faith and that the proposal made last week was in the spirit of October's agreement. At that time, Europe's leaders said Greece should look to reduce the value of its private sector debts by 50 percent, or euro100 billion ($130 billion).

In the early hours of Tuesday, eurozone politicians drew a firm line on the Greek debt restructuring.

Jean-Claude Juncker, the Luxembourg prime minister who chaired a meeting of finance ministers on efforts to fight the crisis, said the average interest rate over the lifetime of the new Greek bonds must be "clearly below 4 percent," with an average rate of less than 3.5 percent for the period until 2020. That is below the more than 4 percent average demanded by the Institute of International Finance, which has been leading negotiations for the private bondholders.

The European ministers' tough stance on the interest rates underlines that the eurozone and the IMF are unwilling to increase new rescue loans above the promised euro130 billion, even though Greece's economic situation has deteriorated. After already granting Greece a euro110 billion bailout in May 2010, the eurozone and the IMF are threatening to withhold further funding for the country, which has repeatedly failed to hit budget and reform targets required in return for the financial aid.

The interest rate caps will also seriously test the willingness of private bondholders to agree to a debt deal voluntarily.

Dallara said talks would continue over the coming days, adding that he is confident there will be "large-scale" participation by the private sector if a "voluntary" deal is clinched.

However, he refused to put a deadline on the discussions.

Given the complexity of the negotiations and the legal consequences that would ensue, a deal has to be agreed very soon if Greece is to meet a vital bond repayment deadline in March. A Greek government official said Monday that Athens wants to submit a formal swap offer to investors by Feb. 13, and the EU's Monetary Affairs Commissioner Olli Rehn stressed Tuesday it would be better to have a final agreement with bondholders this month.

If it can't pay its bond, Greece would be in default of its debts, a scenario that could lead to renewed panic in financial markets and potentially derail a feeble global economic recovery.

Dallara said Europe must keep the support of the private sector, given the massive amounts of debt that have to be refinanced from France to Portugal.

He added that there isn't a country that doesn't need investment from the private sector.

"Investors need to feel confident in their investments ... in sovereign debt," he said.

Before Dallara's latest comments, German Finance Minister Wolfgang Schaeuble said the current impasse is a normal part of difficult negotiations.

"We continue the negotiations (with investors) as happily, but also as little susceptible to blackmail as possible," he told reporters in Brussels. "That exists in every bazaar ? a final offer ? one shouldn't let oneself be overly impressed by that."

The alternative to a voluntary deal would be to force losses on to investors ? a move that the eurozone has so far been unwilling to make. Some officials fear that a forced default could trigger panic on financial markets and hurt bigger countries such as Italy, Spain or even France.

But several ministers indicated that they might be willing to accept a forced default if it puts Athens in a position where it can eventually repay its remaining debt ? including the rescue loans from the eurozone and the IMF. The eurozone has said that Greece's debt is sustainable, if it falls to some 120 percent of gross domestic product by 2020. Without a restructuring it would reach close to 200 percent by the end of the year.

Rehn, who represents the European Commission, which has been very reluctant to have any kind of private creditor involvement in aiding Greece, said that forcing some holdouts to accept a restructuring that has the support of the majority of bondholders would be acceptable.

"That is possible within the framework of achieving a voluntary agreement on private sector involvement," Rehn said, referring to so-called collective action clauses that Greece could write into its old bond contracts to allow majority decision making.

But ministers also put the pressure on Greece to reach a manageable debt level by bolstering its reform and austerity measures.

"Greece and the banks have to do more in order to reach a sustainable debt level," Dutch Finance Minister Jan Kees de Jager told reporters as he arrived for a second day of meetings with his European counterparts. "We have to await the discussions about that because a sustainable debt level is absolutely a precondition for the next (rescue) program."

Schaeuble also insisted that firm support for new austerity measures from all major Greek parties ? including after elections expected in April ? is a precondition for a new bailout.

NATO official previews Chicago summit (AP)

LONDON ? The U.S. Ambassador to NATO said Monday one of the key goals of an upcoming summit is to ensure the alliance is prepared for new threats ? comments that came as Iran threatened to shut the Strait of Hormuz in response to an EU oil blockage.

United States, British and French ships were recently spotted on the strait where a fifth of the world's crude oil is transported, but Ambassador Ivo Daalder said Monday it was not a NATO flotilla. The EU's 27 foreign ministers imposed the oil embargo to pressure Tehran into resuming talks on the its nuclear program.

Iran says its program is peaceful, but the U.S. and other nations suspect it is trying to build nuclear weapons. Iran is now under several rounds of U.N. sanctions for not being more forthcoming about its nuclear program.

Daalder said the steps were among many being taken by the international community to force Tehran back to the negotiating table. "The alternatives are much more difficult," he said.

President Barack Obama is hosting the NATO summit in his hometown of Chicago in May. NATO leaders will look at military strategy throughout 2014, funding issues and how to boost the alliance's capability ? both in intelligence gathering and through its missile defense system.

Daalder stressed Monday that a plan to place missile interceptors in Europe was designed to protect against threats from the Middle East ? not Russia. Russia has threatened to pull out of a treaty designed to reduce nuclear weapons arsenals if NATO moves forward with the plan.

"We would like to do this in cooperation with Russia, but we will do it even if we can't find a way to cooperate," he said.

He also said NATO was seeking ways to boost its intelligence and surveillance power ? weaknesses exposed during the Libya air operation.

A concern for Obama and others during the summit, however, will be if cash-strapped countries continue to stay in Afghanistan until 2014.

The Socialist candidate for France's presidency on Sunday pledged to pull French troops out of the war-wracked country if he is elected in May.

The NATO meeting follows last year's summit in Lisbon, Portugal. At that time, the U.S. and its allies agreed 2014 would be the year Afghan security would be turned over to the Afghan government, but Europe's financial woes have called some commitments into question.

All 28 NATO nations are part of the coalition force in Afghanistan, in addition to contingents from 20 other allied partner nations.

"The U.S. has been fully committed to building the Afghan forces ? this year we are spending $11.6 billion on building an Afghan force," Daalder said. "We can't sustain that kind of funding over the long-term, nor can the U.S. be the only country responsible for sustaining that."

Still, Daalder said NATO was working with Afghan authorities and the international community to find a force level that was sufficient and sustainable.

"We made the judgment collectively a long time ago that it was necessary to deal with the security situation in Afghanistan by deploying our forces there," he said. "We remain fully committed. I think that's true for every country that's part of this operation."

The Chicago NATO meeting will coincide with the annual Group of Eight summit of industrialized nations,

Last year, then-Defense Secretary Robert Gates warned NATO members they risk "a dim, if not dismal, future" if they don't begin to beef up defense operations and contribute more to military operations.

Two top Penn State board members step aside (Reuters)

PHILADELPHIA (Reuters) ? The two top officers of Penn State's Board of Trustees, enmeshed in the school's child sex abuse scandal, announced on Friday they would not seek re-election to their leadership posts.

Chairman Steve Garban and Vice Chairman John Surma, instrumental in the firing of the school's legendary football coach Joe Paterno, will be replaced by two incumbent board members.

At a board meeting in State College, trustees elected Karen Peetz as chairman and Keith Masser as vice chairman, selecting them to lead efforts to move the university past the damaging scandal.

Paterno, 85, was sacked in November for failing to tell police what he knew about child sex abuse allegations against former assistant coach Jerry Sandusky. Also fired was university president Graham Spanier.

Sandusky faces 52 charges stemming from accusations by 10 men who say he molested them as juveniles over a 15-year period. The 67-year-old Sandusky has maintained his innocence

"These have been difficult days at Penn State," said Garban, the board chairman since 2010, in stepping down. He also is a former Penn State vice president for finance and operations.

Surma, who is chief executive officer of U.S. Steel Corp., said: "I cannot continue to serve in a board leadership role at the level of intensity we have been experiencing."

Both said they would remain as members of the 32-member board.

Critics of the board, including those who belong to an alumni group called Penn Staters for Responsible Leadership, were unimpressed with the changes. The group, formed last fall as the scandal grew, is seeking more transparency as to how board decisions are made.

"This is nothing more than musical chairs," said Maribeth Roman Schmidt, spokeswoman for the group.

"It's the same folks, on the same board, sitting in different seats," she said, "We don't see that as a change in the least bit."

The alumni group is hoping to fill three board seats coming open in May with candidates who support more open decision-making. The three seats are among eight on the board that are elected by alumni.

Garban and Surma issued a joint statement last week describing their decision to fire Paterno, a move that set off a firestorm of alumni protest.

A member of the College Hall of Fame, Paterno was head coach of the Nittany Lions for 46 years. With 409 victories at Penn State, he won more games in big-time college football than any other coach in the sport's history. A few days after Paterno was fired, his family said he was suffering from lung cancer.

New board chair Peetz is vice chairman of the Bank of New York Mellon. Masser runs a family farm in Pennsylvania.

Carl Icahn smells blood in LightSquared's spectrum, descends to feed on its carrion

Oh, the twisted web that continues to weave itself around LightSquared. After incurring a seemingly endless parade of regulatory and industry obstacles, the Philip Falcone-backed network is now facing yet another potential hurdle. Except this time, it's taken the shape of investor Carl Icahn: a business magnate notorious for swooping in on downtrodden companies (see: Time Warner) and seizing control. And it appears the old man's pulled out his tried-and-true bag of tricks, securing a sizeable chunk of the fledgling 4G operation's debt following a value drop last year. What does this spell for Falcone? Well, the move could wind up positioning Icahn as a controlling force, steering the LTE operation away from its hedge fund founder's vision and into more profitable waters -- a welcome turn of events for the cash-strapped company. With FCC approval still pending, Sprint quietly retreating from its partnership deal and a looming fight for executive control, it's safe to say LightSquared's troubles have only just begun.
