UEFA names candidates for FIFA, UEFA elections

SOFIA, Bulgaria (AP) -Four European members of FIFA's executive committee have no challengers for their seats at a scheduled election in May.

UEFA says Michel D'Hooghe of Belgium, Senes Erzik of Turkey, Marios Lefkaritis of Cyprus and Russian sports minister Valery Mutko are the only candidates to renew their four-year mandates.

The incumbents, who make up half of UEFA's eight-seat quota on FIFA's 25-member board, have represented Europe at FIFA for 25, 17, six and four years, respectively.

UEFA announced nine candidates for eight seats on its own executive committee. Those elections will also be on May 24 at its 53-nation congress in London.

Manchester United chief executive David Gill, Germany football federation president Wolfgang Niersbach and Portugal leader Fernando Gomes are three new candidates.

Six incumbents are standing for re-election.

Actress Ashley Judd won't run for US Senate

FRANKFORT, Ky. (AP) ? Actress Ashley Judd announced Wednesday she won't run for U.S. Senate in Kentucky against Republican Leader Mitch McConnell, saying she had given serious thought to a campaign but decided her responsibilities and energy need to be focused on her family.

The former Kentucky resident tweeted her decision.

"Regretfully, I am currently unable to consider a campaign for the Senate. I have spoken to so many Kentuckians over these last few months who expressed their desire for a fighter for the people & new leader," Judd wrote.

"While that won't be me at this time, I will continue to work as hard as I can to ensure the needs of Kentucky families are met by returning this Senate seat to whom it rightfully belongs: the people & their needs, dreams, and great potential. Thanks for even considering me as that person & know how much I love our Commonwealth. Thank you!"

Her publicist Cara Tripicchio confirmed Judd's decision.

The 44-year-old Judd had hinted last week that she was nearing a decision about the race.

Now living in suburban Nashville, Tenn., Judd has said little publicly about her intentions. However, she has been meeting with several Democratic leaders, including Gov. Steve Beshear, to discuss a possible run.

Defeating McConnell would be the Democrats' biggest prize of the 2014 election. His seat is one of 14 that Republicans are defending while Democrats try to hold onto 21, hoping to retain or add to their 55-45 edge.

The star of such films as "Double Jeopardy" and "Kiss the Girls" is known for her liberal political views and she would have been running in a largely conservative state where Republicans hold both Senate seats and five of the six seats in the U.S. House.

Former State Treasurer Jonathan Miller, a Judd supporter, said she would have been a strong candidate.

"As a Kentuckian and someone who was really enthusiastic about her as a candidate, this wasn't the news I was hoping for," Miller said. "But as her friend, from the first time we talked about the race last summer, I was very candid about the grueling nature of politics. It's become a very unpleasant business and running against Mitch McConnell would be an extraordinarily difficult and grueling experience."

McConnell, who spent some $20 million on his last election and who has already raised $10 million for the next one, had already been taunting would-be Democratic challengers in a comical online video intended to raise second thoughts about taking on a politician known as brawler. The video plays on the fact that Judd lives in Tennessee.

Republican-leaning group American Crossroads in its own online video also plays on the Tennessee angle and ties her closely to President Barack Obama, who is unpopular in Kentucky.

University of Louisville political scientist Laurie Rhodebeck said Judd certainly wasn't frightened out of the race.

"She doesn't strike me as a shrinking violet," Rhodebeck said. "I think the real issue would be how much disruption she wanted in her life. This was the kind of thing that she would have to throw herself into 100 percent in order to make it worthwhile."

Judd and three-time Indianapolis 500 winner Dario Franchitti separated early this year after marrying in his native Scotland in 2001.

Judd's decision not to enter the race leaves the Democratic Party in search of a candidate. Many of Kentucky's top Democrats, including Beshear, have said they won't run. However, a rising star within the party, Secretary of State Alison Lundergan Grimes, hasn't ruled the race out. Grimes declined comment Wednesday evening through her spokeswoman, Lynn Sowards Zellen.

Azerbaijan, Armenia deal on disputed area unlikely: Karabakh PM

PARIS (Reuters) - Azerbaijan and Armenia are unlikely to reach a deal this year over the disputed territory of Nagorno-Karabakh and there is a risk of the region sliding towards a war, the enclave's prime minister said on Thursday.

A conflict between ethnic Azeris and Armenians erupted in 1991 over the area - a mountainous enclave within Azerbaijan with a majority Armenian population - after Armenian-backed forces seized it and seven surrounding Azeri districts.

A truce was signed in 1994 after about 30,000 people had been killed. But there was no peace treaty and violence still flares sporadically along the ceasefire line and Azerbaijan's border with Armenia.

Foreign governments are wary of skirmishes in the South Caucasus due to concerns that a new conflict could erupt, threatening pipelines that carry natural gas and oil to Europe in an area where Russia, Turkey and Iran all have strategic interests.

"If we manage to end the year peacefully then that will be constructive, but in terms of concrete accords to resolve the conflict, I'm not optimistic for this year," Arayik Haroutiounian told Reuters in Paris during a visit to meet Franco-Armenian investors.

The enclave of 160,000 people runs its own affairs with heavy Armenian military and financial backing. Armenia has a security deal with Russia, while Azerbaijan has one with Turkey.

Oil-producing Azerbaijan, host to global majors including BP, Chevron and ExxonMobil, often threatens to take it back by force, though it says it favors diplomacy.

"Neither Karabakh nor Azerbaijan would benefit from a war as I don't think either country would win outright, but we can't rule it out," Haroutiounian said.

While he said that Nagorno-Karabakh would not strike first, his administration had, like Azerbaijan, steadily increased arms imports to ensure it could defend itself.

"I think that a new war would lead to a huge humanitarian crisis and be extremely bloody," he said.

"The losses would be much greater than before - hundreds of thousands killed and injured - because of the arms race of the last few years."

There have been several rounds of talks between the neighbors since 1994. The foreign ministers of both countries met this month for informal talks mediated by Russia, France and the United States in a team known as the Minsk Group.

Those talks, which do not include Nagorno-Karabakh representatives, have yet to yield any results, although there is hope that the re-election of Armenian President Serzh Sarksyan will give fresh impetus to finding a solution.

Sarksyan has previously accused Azerbaijan of accumulating a "horrendous quantity" of arms to prepare for a resumption of fighting. But he has also said he wants a negotiated deal.

Haroutiounian, who fought in the 1991-1994 conflict, said that for the moment public opinion in Azerbaijan and Armenia was not ready for a compromise, making it much harder for their leaders to accept any settlement.

Falcons agree to 2-year deal with Osi Umenyiora

(AP) ? The Atlanta Falcons found a replacement for John Abraham on Wednesday by reaching an agreement with free-agent defensive end Osi Umenyiora on a two-year, $8.5 million contract.

The Falcons released the 34-year-old Abraham, the team leader with 10 sacks in 2012, on March 1, the same day they also released running back Michael Turner and cornerback Dunta Robinson.

The team replaced Turner by signing Steven Jackson to a three-year, $12 million deal March 14. Now Umenyiora joins Jackson as Atlanta's second major free-agent addition.

The Falcons scheduled a news conference with Umenyiora for Thursday.

The 31-year-old Umenyiora gives the Falcons a slightly younger replacement at defensive end, but his production has declined in recent years. He had only six sacks for the Giants in 2012, when he started only four of 16 games. He had 55 tackles, five for losses, and one forced fumble.

He had a career-high 14? sacks in 2005, when he was a first-team All-Pro selection. He has reached double figures in sacks only one of the last four years ? 11? in 2010.

Umenyiora, 6-foot 3 and 255 pounds, was a second-round pick from Troy State by New York in 2003. He has 75 sacks, 31 forced fumbles and 13 fumble recoveries in his career and helped the Giants win two Super Bowl championships.

He set an NFL record with 10 forced fumbles in 2010 and a Giants record with six sacks in a 2007 win over Philadelphia.

The presence of defensive ends Jason Pierre-Paul and Justin Tuck made Umenyiora a part-time starter last season, but he'll be expected to replace Abraham as the Falcons' top pass-rusher. Defensive end Kroy Biermann was second on the Falcons with only 4 sacks last season.

Umenyiora's agent, Tom Condon, couldn't be immediately reached for comment.

Umenyiora made a brief reference to his new NFL home on his Twitter feed when he tweeted "(hash)RISE UP" ? the Falcons' slogan.

Florence teen uses coupons to help homeless pets in big way | al.com

FLORENCE, Alabama - A Florence teen is being honored by People for the Ethical Treatment of Animals for her work helping animals in her local animal shelter.

Monica Williford, 14, has received a Star Street Teamer Award from peta2, PETA's youth division. According to a news release from the group, the Street Team is a group of youth activists who help animals through in-person events, online campaigns and social media.

Williford won the award for her take on "extreme couponing," the news release said. The Florence Freshman Center student collects every coupon for pet food, toys and other supplies that she can find and uses them to buy the items, at low- or no-cost. She then donates the supplies to the animal shelter.

"Monica looked at the national mini-craze of extreme couponing, and the first thing that came to her mind--and her heart--was how she could seize on it to help cats, dogs, and other animals," Marta Holmberg, peta2's director, said in the news release. "Young people are leading the animal rights charge, and Monica is a trailblazer they can look to for inspiration."

Williford also volunteers her time at the animal shelter and makes candles and other craft items for the shelter to use for fundraising efforts.

For her efforts, the teen was awarded a framed certificate and has been featured on peta2.com's "Everyday Heroes" feature.

Seasonally adjusted ?initial? unemployment claims increased by 16,000 to 357,000 claims from 341,000 claims for the prior week while seasonally adjusted ?continued? claims declined by 27,000 claims to 3.050 million resulting in an ?insured? unemployment rate of 2.4%.?

Since the middle of 2008 though, two federal government sponsored ?extended? unemployment benefit programs (the ?extended benefits? and ?EUC 2008? from recent legislation) have been picking up claimants that have fallen off of the traditional unemployment benefits rolls.?

Currently there are some 1.90 million people receiving federal ?extended? unemployment benefits.?

Taken together with the latest 3.46 million people that are currently counted as receiving traditional continued unemployment benefits, there are 5.36 million people on state and federal unemployment rolls.?

More than White House tours: Sequester hurts nationwide

Forget the cancellation of White House tours.

We asked Yahoo News readers to tell us how the deep automatic federal spending cuts known as the sequester are affecting their lives right now. And readers responded.

"We are cutting our spending and living more frugally because it looks like an $800 per month pay cut will be heading our way," wrote James Ferguson of Aberdeen, Md., whose wife works for the Department of Defense and faces furlough.

The sequester went into effect March 1 after Congress and President Barack Obama failed to reach a major deficit reduction deal. Some $85 billion in cuts were triggered, to be spread evenly across domestic and defense spending.

Obama has warned that the sequester could imperil the nation's slow economic recovery. Some conservative lawmakers have welcomed the cuts, saying it's a needed downpayment on the type of cuts necessary to reducing the federal deficit.

A few respondents who emailed us or submit entries via the Yahoo Contributor Network said the impact of the cuts are far overblown. But the majority of those who reached out to Yahoo News were worried about furloughs for themselves or their spouses.

Readers also shared other concerns. Cassandra Friederichs told us that she and her husband, both veterans, are preparing for tuition assistance cuts; several readers looking for work explained how they are bracing for cuts in unemployment assistance; federal sales executive Carol Smouse said her office phones have stopped ringing as clients avoid their business; and one active duty National Guardsmen expressed outrage over facing a furlough because he also works as a civilian. Several respondents voiced concern about families with a disabled relative who may find their assistance cut.

Since 2006, my husband, Mac, has worked for the Department of Defense ...

Of course, since everything in the government is related to politics, the furloughs will be one day each week, through the rest of the fiscal year, rather than allowing employees to opt for a 22-consecutive-day furlough, which would allow them to receive short-term unemployment. ...

I am very thankful I work full-time, as it means that while we still need to tweak our budget a bit, we will still have additional income. Mac is also exploring options for a part-time job, but until he is told exactly what day will be his furlough day, he cannot do too much. While I admire his work ethic and his willingness to take on a second job, I know that it will mean I'll get to spend less time with him. ...

I generally think we need less government spending, yet the sequester makes no real sense to me. I think the cuts are rather politically motivated, and are overly dramatic to attract attention, like ending the White House tours.

Diabetic woman faces April reduction in unemployment benefits

Last week, I received a notification from the unemployment office that due to the sequestration cuts, "the federal government has directed us to reduce your EUC payments by 10.7% beginning that first week in April. We (state) have no control over these cuts in benefits and no ability to waive or reduce the level of cuts."

The 10.7% reduction may not seem like a lot to you, but [it] is to me. After my employer of 12 years closed their doors, I have been actively looking every day for the last 8 months for a job to no avail. After rent & utilities, I can barely manage to put food on my table. Not a good diet when you are a diabetic. I have cut down on my expenses. I've already sold my car, cut off my home phone, switched to basic cable TV/Internet, switched to a prepaid cellphone plan. I can no longer afford to pay for (COBRA) health insurance. Without health insurance, I can no longer afford to buy the diabetic testing supplies or medications recommended for controling this pre-existing condition ...

Camp Lejeune, N.C., local worries about community

I believe the sequester will affect my personal income. I work at Johnston Community College in Smithfield, N.C. We had a budget meeting soon after the sequestration took effect, and I asked our comptroller if the college would be affected by those budget cuts.

Border patrol agent faces furlough and end of overtime

I am a Border Patrol Agent and very soon my fellow Agents and I will be facing massive cuts. Beginning April 7th, we will no longer be able to work overtime as well as facing one furlough day each pay period (every two weeks). The overtime is a necessity in order for Agents to maintain border security during shift changes as well as other things that may happen during a shift which may include tracking groups and filling out paperwork. We also work in very extreme conditions. During the summer, temperatures can reach up to 125 degrees while we work shifts up to ten hours. We also track groups through the mountains and desert never knowing what can be waiting for us. When April 7th comes, we will be losing approximately 40% of our annual income. Agents who came from all over the country to work in the southwest will now be unable to pay for their homes, student loans, etc. It seems like this is a joke to our government while they try to play the blame game. There are a lot of hard working agents out there who have sacrificed a lot in order to help secure our borders...

No White House tour and a cut to unemployment benefits

Congress' decision to let $85 billion in across-the-board, indiscriminate spending cuts directly impact my family's well-being in Chicago.

My daughter, an eighth-grader, was supposed to take the class trip to Washington, D.C., this summer. Because of the sequester, she and her classmates won't see the White House. The financial cuts prompted the White House to cancel tours.

My husband, who has been unemployed or non-scheduled from his job at the Illinois Department of Employment Security for the past six months, will be hit with a 10-percent cut to his benefits. That's almost $200 less from his already very slim unemployment check. If he does not get his IDES job back soon, our family would be cut off from the medical and dental insurance benefits and we'll be forced to sign up for a more expensive plan under COBRA.

President Barack Obama's decisions-- instead of improving the lives of middle-class families-- hurt their well-being at their core. I am not sure that a Republican president would have done a better job getting our nation to balance its finances; unfortunately, at present, we do not have an alternative.

I will be furloughed one day a week for 22 weeks. I have been a federal employee for over 30 years. It saddens me that Washington could not resolve and compromise to avoid sequester cuts. I don?t wear a suit to work or work in D.C. Many of my civilian counterparts provide many hours of work away from home to support National Defense.

Several of my co-workers responded when asked to go to Japan and help after the tsunami and Fukushima nuclear disaster. How are our dedication and many years of loyal service repaid? ...

This is my twelfth scheduled workday in a row, so this weekend is a little more eagerly awaited than most. What had not been eagerly awaited was my furlough letter, advising me that in 30 days, I will be subject to 22 mandatory days off for the remainder of this fiscal year?effectively a 20% cut in pay. ... I haven?t told you who my employer is yet, have I? It?s the U.S. Air Force . ...

Long story short, I have military skill training qualifications and uniform, but a DoD civilian paycheck. Then, one weekend a month and two weeks a year, I show up at the same base, in my same uniform, in my same work area and get paid by the Air Force according to my military rank for my reserve duties. ...

I?m not exceptionally concerned whose fault the sequester is. I?m concerned that because I live in the gray area of military and civilian status, that I can still be sent to war, but I can?t get a full week?s paycheck because of the sequester.

Sequester doesn't go far enough

It's become a comically regular occurrence for members of both the legislative and executive branches of the U.S. government to make dire predictions of catastrophic shutdowns every time significant cuts to the federal budget are mentioned.

The most recent of these cuts (and one of the few to actually get through the legislative process) is the by now well-known sequestration measure. ...

For those who say these cuts are unsustainable, I respond by pointing out that neither is having a debt-to-GDP ratio of more than 100 percent. For those who say it's a step in the right direction, I say it's not even that. The deficit in 2023 will still be greater than it is now, even if the sequester cuts manage to stay in place. Sure, these cuts are better than none, but they're really just a fraction of a drop in the bucket.

I live in Lake Charles, La., where I work for a nonprofit that helps families that have a member with a disability. We are cutting our spending and living more frugally because it looks like an $800 per month pay cut will be heading our way. I also have often thought of the local businesses and restaurants that thrive off of the 30,000-plus APG employees who eat lunch every day in these establishments, and who shop and buy groceries and gas all around the proving ground. All of these businesses will be affected as well. Across the board, within the DoD, everybody will be taking off at least one day a week. This will ripple across the local economy.

What can be done to help or fix this situation? How about we start these budget cuts from the top down?

The dozens of emails we would get every day have stopped coming, our phones are not ringing, and we are not selling. ...

Because of my job uncertainty, I kept my current car and had the transmission replaced, rather than buy a new car. I would have rather bought a new car, mine is now 10 years old, but I was too afraid to take on a car payment when I could end up out of work at any time. My coworkers are all making similar decisions. We are nervous and unwilling to take on financial obligations when our future is so uncertain.

Pope reluctant to be pope: What does it mean?

(AP) ? He still goes by "Bergoglio" when speaking to friends, seems reluctant to call himself pope and has decided to live in the Vatican hotel rather than the grand papal apartment in the Apostolic Palace.

It might seem as if Pope Francis is in a bit of denial over his new job as leader of the world's 1.2-billion Catholics. Or perhaps he's simply changing the popular idea of what it means to be pope, keeping the no-frills style he cultivated as archbishop of Buenos Aires in ways that may have broad implications for the church.

The world has already seen how Francis has cast aside many trappings of the papacy, refusing to don the red velvet cape Benedict XVI wore for official occasions and keeping the simple, iron-plated pectoral cross he used as bishop and archbishop.

On Thursday, his belief that a pope's job is to serve the world's lowliest will be on display when he washes the feet of a dozen young inmates at a juvenile detention center in Rome. Previous popes have celebrated the Holy Thursday ritual, which re-enacts Christ's washing of his disciples' feet before his crucifixion, by washing the feet of priests in one of Rome's most ornate basilicas.

Such moves hint, even at this early stage, only two weeks into his papacy, at an apparent effort by Francis to demystify the office of pope.

Unlike his predecessors, he doesn't sign his name "Pope Francis," ending his official correspondence simply "Francis."

To those closest he is still Bergoglio, and this week, Italian state radio broadcast a voice mail he left wishing a friend Happy Birthday. "It's Bergoglio," the pope said, using the surname he was born with.

Even on Day One, Francis didn't acknowledge he was pope.

Speaking on the loggia of St. Peter's Basilica after his election the night of March 13, Francis told the tens of thousands gathered there that the cardinals' task during the conclave had been to "give Rome a bishop."

And bishop of Rome is the title he has emphasized repeatedly ever since ? not vicar of Christ, or any of his other official titles.

"I do think there is something about trying to reduce the awesomeness, the grandeur and majesty of the papacy," said John Allen Jr., Vatican columnist for the National Catholic Reporter. "Part of this is just his personality. He's never liked pomp and circumstance."

Indeed. Even after he became Argentina's top church official in 2001, the former Cardinal Jorge Mario Bergoglio never lived in the ornate church mansion that Pope John Paul II stayed in when visiting, preferring simple rooms in a downtown building, warmed by a small stove on frigid weekends when the heat was turned off. He did his own cooking and rode the bus to get around town.

In that same vein, Francis announced this week that he wasn't moving into the papal apartment in the Apostolic Palace and would stay instead in the Vatican's Santa Marta residence, the antiseptically clean, institutional-style hotel where he and the 114 cardinals who elected him pope were sequestered during the conclave.

Calling the hotel home, Francis indicated that he wants to live in a community with ordinary folk, not the gilded cage of the Apostolic Palace.

He will eat in the common dining room as he has for the past two weeks, and celebrate 7 a.m. Mass in the hotel chapel as he has each day, inviting Vatican gardeners, street sweepers, hotel workers and newspaper staff to attend.

The Vatican spokesman, the Rev. Federico Lombardi, said the decision to stay put in the hotel had been taken "for now."

"We'll see how it works," he said.

In one concession, Francis did move in recent days from the hotel's cramped Room 207, where he had stayed as cardinal, into Room 201, the larger papal suite, which has a study and sitting room to receive guests. The furnishings are a step up from the simple fare of the rest of the hotel: dark wood armoires and a bed with a matching headboard carved with an image of Christ's face.

Francis' initial refusal to move into the hotel's papal suite is perhaps understandable, given the reluctance with which he accepted the job in the first place.

On Wednesday, the Vatican revealed what Francis said in the Sistine Chapel when he was formally asked if he accepted the outcome of the vote. "I am a big sinner. Trusting in the mercy and patience of God, in suffering, I accept," he answered.

The decision not to take up residence in the Apostolic Palace might also signal a desire to keep his distance from the dysfunctional Vatican government Francis has inherited. One of his major tasks will be to rid the Vatican bureaucracy of the mismanagement, petty turf battles and allegations of corruption that were revealed in leaks of papal documents last year.

Francis does go to work each day at his "office" in the Apostolic Palace, where he meets with various Vatican officials. He uses the ornate Clementine Hall for larger audiences, such as his first formal addresses to representatives of the world's religions and the diplomatic corps accredited to the Holy See.

In his March 20 audience with religious leaders, Francis sent an important signal about his view of the papacy and its relationship with other Christians. He addressed the spiritual leader of the world's Orthodox Christians, Ecumenical Patriarch Bartholomew I, as "my brother" ? a fraternal nod to a church that split from Rome 1,000 years ago and has remained separated in part over disputes about the primacy of the pope.

To make that message abundantly clear, Francis' chair was on the ground ? the same level as all the other religious leaders ? and not on a raised platform. Two days later, when Francis greeted diplomats accredited to the Holy See, his chair was up on a platform.

"To have a simpler view, less grandiose sense of the trappings of the papacy might be saying, 'I want to be able to relate to you at a different level,'" said Anton Vrame of the Greek Orthodox archdiocese in the U.S.

Francis' gestures, choices and emphasis were clearly an indication of his personality and the simplicity for which Jesuits are known, Vrame said.

"Is it a further simplification of the papacy that we've seen over the years? Potentially. It remains to be seen," he said.

TRENTON, N.J. (AP) ? The lottery fantasies of mansions, luxury boats and unlimited travel are over for most people. But for the owner ? or owners ? of the lone winning ticket sold in New Jersey for Powerball's $338.3 million drawing they're just beginning.

New Jersey Lottery officials will release information on the ticket at a news conference Monday morning at the lottery's headquarters in Lawrenceville.

Details on where and when Saturday's winning ticket was purchased and other related information were not disclosed Sunday by officials, who also would not say if anyone claiming to hold the ticket had contacted them.

Lottery officials say it was the fourth-largest jackpot in Powerball history. The numbers drawn were 17, 29, 31, 52, 53 and Powerball 31. A lump sum payout would be $221 million.

Retailers in New Jersey said the growing jackpot had spurred a big boost in ticket sales in recent days, and many people were willing to stand in long lines to get their tickets.

"We are hoping that we sold it here because that would be a blessing for one of our customers in these tough times," said a worker at a Camden area convenience store.

When Teddy Jackson heard Sunday morning that the winning Powerball ticket was sold in New Jersey, the Toms River resident combed through his 40 tickets and hoped for the best.

About 20 minutes later, after checking each ticket at least a couple times, Jackson realized he would have to go work on Monday.

"There were a few where I had one or two numbers, but that was it," the 45-year-old electrician said Sunday.

"I hope whoever wins does good things with the money," Jackson said. "It's OK to buy yourself a few material things and take some trips, but $338 million can do a lot of good things. Help the people who lost their jobs, the ones who got destroyed by (Superstorm) Sandy, the folks dealing with serious medical problems ... don't become one of these stupid people who get a windfall and blow it all."

Lottery officials said 13 tickets worth $1 million apiece ? matching the first five numbers but missing the Powerball ? were sold in Arizona, Florida (2), Illinois, Minnesota, North Carolina, New Jersey, New York, Ohio, Pennsylvania (2), South Carolina and Virginia.

Powerball said on its website that the grand prize jackpot has now been reset to an estimated $40 million or a lump sum cash amount estimated at $25 million for Wednesday's next drawing.

No one had won the Powerball jackpot since early February, when Dave Honeywell in Virginia bought the winning ticket and elected a cash lump sum for his $217 million jackpot.

The largest Powerball jackpot ever came in at $587.5 million in November. The winning numbers were picked on two different tickets ? one by a couple in Missouri and the other by an Arizona man ? and the jackpot was split.

Nebraska still holds the record for the largest Powerball jackpot won on a single ticket ? $365 million. That jackpot was won by eight workers at a Lincoln meatpacking plant in February 2006.

Powerball is played in 42 states, Washington, D.C., and the U.S. Virgin Islands. The chance of matching all five numbers and the Powerball number is about 1 in 175 million.

Powerball said on its website that the game is played every Wednesday and Saturday night when five white balls are drawn from a drum of 59 balls and one red ball is picked from a drum with 35 red balls. It added that winners of the Powerball jackpot can elect to be paid out over 29 years at a percentage set by the game's rules ? or in a lump sum cash payment.

What Is A CMS?

A CMS, or Content Management System, is a type of program usually built with PHP that is meant to help manage your content. This system allows you to easily publish, edit and modify posts much more easily than with a static HTML page.

Getting a CMS onto my site must be complicated, right? Nope. If you have the standard cPanel, all you need to do is find a program called: Softaculous,? Fantastico de Luxe,? or QuickInstall. Then, simply just follow the directions. It takes around 1-3 minutes before your site is ready.

Most people associated CMSs with blogs because the vast majority of blogs are made with them, but the truth is that a CMS can be used to build business websites, online stores and many other types of websites.

Aside from making it easier to publish and manage content, a CMS will often dynamically create new pages for you, along with a custom navigation schema that will evolve and grow as you post more content.

CMS Vs. HTML Only Site

Creating a blog site with only HTML pages is definitely outdated strategy. If you want to manage content with only HTML,? you need to do a lot of work. First of all, you need to add HTML tags around your entire post for paragraphs, subheaders, bolding and anything else.

You then need to create a new HTML pages in your server by making a new HTML file. The file needs to connect to your CSS document for the proper design, and you then need to ensure that you manually update your navigation so that people can reach the new page with ease.

Another thing you have to consider, is if you wanted to update your header or footer using HTML. You would have to go to every single page on your site to update them. With Content Management Systems, you can update the header or footer once in the admin panel and you?re done.

A CMS does most of this work for you. If you?re just a blogger, all you need to do is write in the CMS?s administrative panel or paste a document from Word, publish the post all everything else is automatic. Not only that, but you can easily go back and edit or update a post without having to change the original HTML file.

Another additional benefit is that most CMSs have additional programs and widgets that can be added to them. This allows you to customize and modify your website until it is perfect. This can often be done with HTML pages, but it takes much more work.

Basically, a CMS allows people with only knowledge of Microsoft Office to get their thoughts on the internet.

Types of CMSs

There are dozens of great CMSs, but there are four that I consider the best. They are: WordPress, Joomla, Drupal and CMSMS.

WordPress is by far the best for blogs and anyone that wants to just quickly build a website in a few minutes. Reviewpon is actually built on a WordPress, pretty impressive, hug? Installing and using WordPress is easy. While it doesn?t have quite as much power as Joomla and Drupal, it has a ton of plug-ins and it?s best for people that aren?t technically inclined.

Joomla and Drupal have their differences, but they are both made to give you a fully customizable experience. These CMSs are best for larger and more complex websites because you are given much more control. At the same time, this comes at a price. Both of these systems are harder to use than WordPress, so you will need to know some coding to bring out their full power.

Lastly is CMS Made Simple or CMSMS. This is an unobtrusive CMS that you can easily add into your existing website. This isn?t quite as powerful as the other systems, but it?s not meant to be. It?s meant for website developers that need a CMS, but not one that will take over the entire website. This is typically used for smaller projects where content will occasionally be updated and published.

Has Obama's Mideast trip changed the game on the ground?

TEL AVIV ? The verdict among Israeli pundits was unanimous: if President Barack Obama was an Israeli politician, he'd be a shoo-in to lead the liberal left.

His call for the Israeli government to halt Jewish settlement building in the West Bank, for a Palestinian state, his recognition of Israel's historical claim to the land and his demand for a secure Israel, is all straight out of the playbook of what remains of Israel's left.


His speech to Israeli students Thursday, who were carefully vetted to make sure they were in political agreement with him, was greeted numerous times by applause and a few standing ovations. And while many Israelis may have disagreed with the content of the speech, Obama's sincerity was felt by all.

?

Obama drew a clear parallel between the Passover story of Jewish slaves fleeing Egypt and fighting for their rights, and the African-American struggle out of slavery and fight for their rights. That bond of shared experience, and the genuineness of his feelings, really came through.

So when Obama insisted that "all options are on the table" to stop Iran's nuclear program, he sounded convincing. And when he moved on to demand that Israel stop building settlements and make tough decisions to reach peace with the Palestinians, his words met with a more receptive audience.

For many Israelis, Obama won their hearts and their minds, but as one said to this reporter: "What now?"

President Obama spoke to an audience of more than 2,000 Israeli citizens at the Jerusalem Convention Center and stressed the necessity of peace between Israel and Palestine.

Any closer to peace talks?
Are Israel and the Palestinians closer to peace talks than they were before Obama came? Did the fine words add up to momentum?

That will be up to U.S. Secretary of State John Kerry to discover when he returns to Jerusalem Saturday to try, as so many have before him, to kick-start the peace process.?

Overall, Obama's message had something for everyone.

The first half of Obama's speech, in which he confirmed Israel's right to the land, pleased Israel's right wing. The second half, in which he called for compromise with the Palestinians and a Palestinian state, pleased the left wing.

When he said this is a Jewish democratic state, Jews were thrilled and Palestinians were furious.

When he said Israel will not survive as a Jewish democratic state with settlements on Palestinian land, Palestinians were thrilled and many Israelis were furious.

But after trying to be all things to all people, Obama departed leaving behind a question: What just happened? Was there any American commitment to get started with the talks?

Israelis charmed, Palestinians insulted
The answer is: no. The message was: we are here to help, but first you have to do the work. In other words, nothing changed, beyond people?s impression of Obama as a leader.

President Obama, alongside and Palestinian Authority President Mahmoud Abbas, says the U.S. remains "deeply committed" to the creation of an independent and sovereign state of Palestine.

Israelis were encouraged that Obama really does like them; Operation Charm worked.

But Palestinians were left fuming, and many say they were insulted.

They complained that he mentioned a Jewish rocket victim by name, but didn?t mention any of the many Palestinian victims, or the approximately 4,500 prisoners in Israeli jails. He visited the grave of two Israeli icons, Theodor Herzl and Yitzhak Rabin, but refused even to walk by the shrine to Yasser Arafat. He did not repeat the Palestinian demand that Israel stop building settlements as a condition for peace talks.

In short, Palestinians got very little, and Israel got a bit more.

At least, that's what the public saw.

Big brother still calling the shots
There was at least one big surprise from the backroom talks between Obama and Netanyahu that should go a long way toward improving frayed ties between two important U.S. allies in the region.?

After three years of refusing to do so, Netanyahu called his Turkish counterpart Tayyip Erdogan Friday to apologize for "any error" that may have led to the deaths of nine Turkish activists during a 2010 raid on a boat off the Gaza Strip.

The two agreed to normalize relations ? a major breakthrough. It means the two big U.S. allies can now resume military cooperation, which should help to contain the spillover of the Syrian civil war in the region ? and lessen Israel's isolation in the volatile region.

What isn't known yet is what was agreed to behind closed doors about how to deal with the twin threats of Iran and Syria.

In the press conference that followed their discussions, both sides seemed satisfied with the current degree of military and intelligence cooperation on both subjects.

But did Obama leave with the certainty that Israel would not interfere with the American timetable for dealing with the Iranian threat?

We don?t know more than we knew before, which is that impatient little Israel can't do much without their more patient bigger brother.?

But at least, after this visit by the American president, the brotherly relationship appears more credible than before.

BRUSSELS (AP) ? A top European official will chair a high-level meeting on Cyprus on Sunday afternoon in a last-ditch effort to seal a deal before finance ministers decide whether the country gets a 10 billion euro bailout loan to save it from bankruptcy.

Cypriot President Nicos Anastasiades and Finance Minister Michalis Sarris were flying to Brussels early Sunday. The day of talks could prove critical ? not only for the future of their small island nation, but for that of the 17-nation eurozone, as well.

Spokesman Preben Aamann could not confirm who would participate in the meeting, but said it would be led by European Council President Herman Van Rompuy. The Council is the gathering of 27 EU heads of state and government.

Cyprus said European Council President Jose Manuel Barroso would also participate in the meeting led by Van Rompuy. The Council is the EU's executive arm.

Following that session, Anastasiades will meet with Christine Lagarde, the managing director of the International Monetary Fund, and Mario Draghi, president of the European Central Bank, Christodoulides said.

Cyprus has been told it must raise 5.8 billion euros ($7.5 billion) in order to secure the loan from the IMF and other eurozone countries. The IMF, European Central Bank and European Commission will determine whether any plan put forward by Cyprus ? or negotiated in the Van Rompuy meeting ? meets that requirement.

The requirement is that Cyprus' debt, including any new bailout loan, be sustainable over the long run, considering the size of the country's economy.

To avoid bankruptcy or the collapse of its banking system, Cyprus needs significantly more than the 10 billion euros the international creditors are willing to lend it. For that reason, the country must somehow raise ? and not through borrowing ? the additional money.

The original plan, agreed to in marathon negotiations, called for a one-time "levy" on all bank depositors in Cypriot banks. The proposal ignited fierce anger among Cypriots and failed to garner a single vote in the Cypriot Parliament.

Any new proposal would have to be approved Sunday evening by the Eurogrop, the gathering of finance ministers from the 17 EU countries that use the euro currency.

If Cyprus or its banks were to collapse, officials fear that a lack of confidence could spread to other countries that use the euro, triggering higher borrowing costs or capital flight from those countries.

Samsung isn't forgetting about devices for emerging markets

Samsung may be spending tens of millions of dollars to put on events for the unveiling of the Galaxy S4, but it hasn't forgotten about making devices targeted at emerging markets. We see a lot of new Samsung devices come through that are targeted at the mid range -- such as the Galaxy S3 Mini -- but the Korean manufacturer is also targeting the hyper low-end of emerging markets such as India and Indonesia. In areas where the landscape until recently has been dominated by feature phones, Samsung has gained considerable market share with devices that cost about $100 unlocked. The Wall Street Journal points out that Samsung's market share in Indonesia has risen from 2-percent in 2010 to over 50-percent last quarter.

While there is still a huge untapped market of feature phone users trying to make the move to smart phones, some are worried that Samsung's race to meet the low-end demands will cut into profits. Analysts calculate Samsung's operating margin on these low-end devices at about 12-percent, or less than half of what it is for high-end devices. It's hard to fault Samsung for trying to grab every piece of the market, however. In many cases these consumers are either buying a cheap phone or no phone at all, so choosing to not offer a low-end device to them is a completely lost sale. And with a company the size of Samsung, there's hardly a fight for resources to push into a new market.

Samsung is likely smart to push into emerging markets, if for no other reason than to get consumers acquainted with their smart phones for future purchases. Building up both market share, but also mind share, is extremely important for the long-term viability of sales in a market. They may be buying just $100 entry-level smart phones today, but in a couple of years there's a good chance that the same group of consumers will be ready for the higher end device -- and Samsung will be waiting there to sell them one.

Who discovered Lena Dunham, creator and star of HBO?s tender delight, ?Girls??

It sounds like an MGM/Lana Turner conceit, the idea of ?discovering? someone. But somehow Dunham?who at 26 seems vulnerable and yet is already an old master?inspires this inquiry. Just as the going myth of Tina Fey is that high priest Lorne Michaels made her, and the going myth of Sheryl Sandberg is that higher priest Lawrence Summers found her at Schwab?s lunch counter, so must a powerful mentor have shrewdly seen a spark in Miss Dunham, and charitably extended a hand.

Let?s cut to the chase and guess, first off, that it was Dunham who long ago found herself. While at St. Ann?s School in Brooklyn?the Angkor Wat of kid artsiness?Dunham already claimed fully her own saltatory intelligence, hauntingly beautiful speaking voice and hauntingly unbeautiful body. At 19, while attending Oberlin College, she cast that husky self in a cool masturbation video called ?Pressure.?? A year later she cavorted naked in a YouTube video that went viral. (Slate went over Dunham?s brilliant infantilia here.) Dunham, like auteurs from Klaus Kinski to Woody Allen, clearly knew what she was about on the first take.

Now, sure, l?art pour l?art runs in her family. Dunham?s mother, Laurie Simmons, ?makes photographs in which dolls and doll-house furniture are arranged to unsettling effect,? as Rebecca Mead reverently put in in The New Yorker in 2010. Her pop, Carroll Dunham, is a distinguished painter of creatures with penises for noses.

So it was written. But from there, to be sporting, let?s wonder: Was it Mead who found Dunham for the non-masses with that full-dress November 2010 New Yorker profile? Mead granted that Dunham?s sensibility (as expressed in her first feature film, ?Tiny Furniture?), was artsy, but also mainstream and Borscht Belt.

Or was it rather?in a leering theory Gawker advanced this week in ?How David Carr Became the Daddy of Girls??avuncular Carr? He got the Dunham bug months earlier after screening ?Tiny Furniture? and, in a March 2010 New York Times mini-profile, praised Dunham for writing ?angular, quietly weaponized dialogue that her characters use to maim one another.?

Or maybe it was Janet Pierson, who runs the South by Southwest film festival, and who loved Dunham?s even earlier film, and included it in the festival, but really, really loved ?Tiny Furniture,? the film that put her on Carr?s radar, and Mead?s, and led to the creation of ?Girls??

Or maybe just maybe the person who discovered Dunham was me? After all, I fulsomely reviewed a Web film she made called ?Tight Spots? in, oh, 2007. I can?t quite bear to quote myself, but suffice it to say I laid it on very, very thick when it came to the Dunham love. So thick, in fact, that when the lady in the question barraged me with witty, grateful and self-promotional emails for months after, I was the one flattered! I thought the half-my-age filmmaker was so cool wrestling with Spanx and having bad sex in ?Tight Shots? that I was happy for her attention!

If only I had thought to introduce her to Judd Apatow, the moneybags of ?Girls,? who is another highly likely candidate for queenmaker when it comes to Dunham. If only I had known Apatow.

Dunham has no maker?she?s self-made. But my own private candidate for Dunham?s chief support is actually Jenni Konner, the executive producer of ?Girls.? But Konner hardly claims credit for nothing, even in her cryptic Twitter bio, which I think references ?The Real Housewives?: ?I can tell you when she will die, and what will happen to her family. I love that about me! -- also i write and ep #Girls on HBO.?

Apparently Konner is too busy working with Dunham on ?Girls? to stoop to join the petty credit-grab.

Aw. Let?s face it. Victory has a thousand fathers. Defeat is an orphan. And there?s just something about that victorious, bright-eyed Dunham. But rather than rummage around in old profiles, maybe we should just watch the finale of Dunham?s ?Girls? again. As Alessandra Stanley put it in the Times,? ?The closing shot ??confounding expectations??shows Adam standing up, shirtless, carrying Hannah high in his arms as if she were as delicate and endangered as Fay Wray.?

Dunham, perhaps beyond all else, knows how much men like to carry women. And how much women like to be carried. And that?s why she is Dunham, and we are not.

Gene Therapy Could Treat Cancer

A clinical trial using a patient's own immune system to produce remissions in adults with acute leukemia could be a major breakthrough in the fight against all different kinds of cancer.

The new study, published Wednesday in the journal Science Translational Medicine, took five patients with untreatable cancer, and using their own immune systems, injected genetic material into the patient's white cells to turn them into cancer fighters. The modified white cells then went out in the body and destroyed all the cancer cells, causing the patients to go into remission, according to the study.

"Cancer cells are similar enough to your normal cells that the T-cells cannot recognize it," Dr. Richard M. Stone, Program Director of the Adult Leukemia Program at the Dana-Farber Cancer Institute, told ABC News. "By injecting genes into these cells, you're educating the immune system to recognize the cancer."

This study only reviewed patients with acute lymphoblastic leukemia. While 80 to 90 percent of children with ALL can be cured with conventional therapy, adult ALL is genetically different and only enjoys a cure rate of roughly 40 percent.

Of the five patients, four had bone marrow transplants after receiving the new treatment. The other patient suffered medical problems that made a transplant impossible, relapsed and died shortly thereafter.

One of the patients, known in the study as Patient 5, is David Aponte, 58, a sound man at ABC News.

Last summer, Aponte underwent a physically and emotionally taxing regimen of chemotherapy. However, while still undergoing treatment, doctors discovered that the disease was back. With few options left, he decided to join the new T-cell study.

Doctors took millions of Aponte's disease-fighting white blood cells, and used a retrovirus to change those cells into targeted cancer fighters. The treatment can cause side effects, including what is known as a "cytokine storm," in which the engineered T-cells become activated, releasing all kinds of proteins that can make the patient ill. For Aponte, this meant a drop in blood pressure, a fever that spiked to 105 degrees and a coma that lasted eight days.

"Down the road if this continues to be developed, one could imagine therapies that would modulate the side effects, slowing down the anti-tumor response," explained Dr. Stone.

Aponte's treatment was successful, and he became one of the patients who successfully went into remission. When he awoke from the coma, not one cancer cell could be found. His leukemia was gone.

Last December, ABC News told a similar story of an 8-year-old girl with this particular type of leukemia who was treated using her own cells that had been genetically modified. Today, Emma Brooke Whitehead is in total remission.

"This is a very exciting development and part of a new avenue of therapy for patients with cancer," Dr. Aaron Rapoport, the Gary Jobson Professor in Medical Oncology at the University of Maryland School of Medicine and Marlene and Stewart Greenebaum Cancer Center, told ABC News. "With this new gene transfer technology, we are able to engineer a patient's immune cells to attack their own cancer."

Dr. Rapoport conducts research that uses genetically modified T-cells to treat myeloma, a cancer of plasma cells, further evidence that this kind of treatment could be possible for treating both blood and non-blood cancers in the future.
